Statement by Mr Jean-Pierre MASSERET, President of the Assembly on the situation in Georgia (13 August 2008):
• “All military operations must cease and a negotiated solution be found between all parties concerned. I therefore fully support the efforts of the EU French Presidency and the Finnish OSCE Presidency to mediate. Acceptance of the cease-fire which they proposed yesterday, and which must be complied with, is the first step. It is important to re-establish peace and security and to protect the civilian population.”
The Assembly’s agenda for the second half of 2008 contains a report on the Caspian Sea Region. This will provide the opportunity to examine the situation in Georgia and its consequences for Europe’s security. The report is to be submitted on behalf of the Political Committee by Rapporteurs Michael Hancock (United Kingdom, Liberal Group) and Miltiadis Varvitsiotis (Greece, Federated Group). Mr Hancock is a member of the UK Parliament’s Defence Committee and Mr Varvitsiotis is the Chairman of the Defence Committee of the Greek Parliament. They are to visit the region as part of their preparatory work on the report. President Masseret is also prepared to lead a delegation of the Assembly on a visit Georgia to support European mediation efforts with the Georgian authorities. The Presidential Committee is to discuss the matter at its forthcoming meeting and will consider a mission proposal. Déclaration de M. • “Toutes les opérations militaires doivent cesser et une solution doit être trouvée par la voie de la négociation entre toutes les parties concernées. C’est pourquoi je soutiens pleinement les efforts de médiation de la Présidence française de l’Union Européenne et de la Présidence finlandaise de l’OSCE. L’acceptation du cessez-le-feu proposé par eux hier, qui doit maintenant être respecté, est une première étape. Il est important de rétablir la paix et la sécurité et d’assurer la protection de la population civile.”
L’Assemblée a inscrit à son agenda pour le deuxième semestre 2008 un rapport sur la région de la mer Caspienne qui offrira l’occasion d’examiner la situation en Géorgie et ses conséquences pour la sécurité européenne. Ce rapport sera présenté par les rapporteurs Michael Hancock (Royaume-Uni, Groupe libéral) et Miltiadis Varvitsiotis (Grèce, groupe fédéré) pour la Commission politique. M. Hancock est membre de la Commission de défense du parlement britannique et M. Varvitsiotis est Président de la Commission de défense du parlement grec. Dans le cadre de la préparation ce rapport, ils vont aussi se rendre dans la région. Le Président Masseret est également disposé à se rendre avec une délégation de l’Assemblée en Géorgie pour appuyer la médiation européenne auprès des autorités géorgiennes, et le Comité des Présidents de l’Assemblée sera saisi de la question lors de sa prochaine réunion et examinera un projet de mission.
